"All Sportsmanship Complaints shall be submitted to your Area Representative for review. Each area is responsible for attempting to resolve complaints before any complaint can be elevated to the WVBR Sportsmanship Committee. Each area is required to notify the WVBR Sportsmanship Committee of each complaint in a timely manner. If an area is unable to resolve the compliant or any complainant wishes to appeal an area's final decision regarding any complaint, then the area or complainant may submit the complaint to the WVBR Sportsmanship Committee for further review"
